Procurement Lead – Oil & Gas Sector (Qatar)

A major oil & gas contractor in Qatar is seeking an experienced and highly driven Procurement Lead to oversee procurement and materials operations for a large-scale project.

This role is essential to ensuring procurement excellence, vendor compliance, and flawless execution of project material requirements.
🔍 Role Overview
The Procurement Lead will be responsible for managing, coordinating, and controlling all contractor procurement activities throughout the project lifecycle. You will be accountable for ensuring compliance with procurement policies, EPC contract requirements, and international standards while driving cost-efficient and timely delivery of all project materials.
You will work closely with the Project Management Team (PMT) to align procurement strategy, resolve bottlenecks, evaluate technical and commercial risks, and lead communication between contractors, vendors, and internal stakeholders.
🛠️ Key Responsibilities
Ensure full alignment with the PMT on procurement scope, objectives, strategies, and execution plans.
Lead procurement of Long Lead Items (LLI), including ITT preparation, tender evaluation, contract negotiation, and PO administration.
Oversee and audit EPC Contractor’s procurement procedures to ensure full compliance with project standards.
Prepare regular reports on procurement progress, timelines, cost performance, risks, and mitigation plans.
Supervise Contractor’s materials management system, purchasing plan, expediting activities, and logistics workflow.
Review and validate required spare parts lists (RSPL) and ensure timely execution of the spares procurement plan.
Ensure full compliance with Vendor Qualification processes and maintain the approved Vendor List.
Monitor the delivery of procurement documentation and vendor deliverables required for project quality compliance.
Provide technical guidance and support in the development and administration of Contractor’s subcontracting strategy.
🎓 Qualifications
Bachelor’s degree in Supply Chain, Engineering, Business Management, Accounting, Law, or any related commercial discipline.
🛢️ Experience Requirements
Minimum 8 years of procurement experience in major oil & gas projects.
Strong understanding of procurement best practices, contracting processes, and EPC project workflows.
Solid knowledge of global vendors, supply markets, LLI procurement, and oil & gas supply chain ecosystems.

Daily Hours: 10 hours/day
Work Week: 6 days/week
